Title of this article

When I first saw this article, my reaction was that it is in the wrong place. I would suggest that it not use "states", but rather countries or something like that. Many countries do not have states, but rather provinces or other types of localities. Thomas Lerman 18:05, 7 November 2008 (UTC)
