From FamilySearch Wiki
Some schedules of Defective, Dependent, and Delinquent (DDD) Classes for 1880 can be found on microfilm at the National Archives and for some states at the Family History Library. The National Archives has microfilms for Georgia, Kansas, Kentucky, Louisiana, Massachusetts, Montana, Nebraska, Ohio, Pennsylvania, Tennessee, Texas, Virginia, Washington, and the District of Columbia.
