Template NY vitals

This template is used in the introduction to vital records in all counties and towns of New York.

Within this template is the following sentence:

See the heading Places on this wiki page for links to local community wiki pages and their available records.

Is it possible to rewrite the template to allow a click on the work "Places" and to go directly to that section heading? "Places" for each county in New York is a template specific to that county. So this would require a template within the template.  Is this possible?

This template would link to all New York counties and towns with vital records.
