Panama was not a typical American territory. From 1903 to 1979 the Panama Canal Zone was  was an unincoporated territory leased from Panama under the Hay-Bunau-Varilla treaty. From 1979-1999 it was jointly administered by the United States and Panama.[1] At least two United States federal censuses were taken in this territory.[2]
