Richland County, Utah Territory was created 16 January 1864 by the Utah legislature from parts of Cache, Summit, and Green River counties.

In 1868 the U.S. Congress gave to Wyoming former Utah Territory land north of 41º and east of 111º to square up the shape of Wyoming Territory. This shaved off the eastern quarter of the county. Also, the same year the Utah legislature changed Richland's name to Rich County.[1] [2]
