Kirby was chartered on October 28, 1807 by the state of Vermont through an Act of Incorporation. Kirby was created from two separate parcels of land: Hopkinsville (sometimes Hopkins Gore, Hopkins Grant or Hopkintonia) and Burke Tongue, which had been a part of the older town of Burke. Kirby has a shape of an arrowhead, pointing due south to the northern corner of the town of Waterford. The town is roughly half the size of most towns.
