Help:Guiding Principles and Policies - getting the tabs on all pages

Is there an easy way to get the tabs that are on the top of this page to appear in other pages? I don't see the point of having tabs if they disappear once you click on them. The Help:Wiki_University_Tutorial is a little bit better, but not much (shifting tabs).

The other issue was the next button, that doesn't have a link. Not sure there's any point to that.

We appreciate your offer to improve the FamilySearch Wiki. However, please do not change the formatting of the pages without first contacting us, explaining the changes you wish to make and getting permission to make the change. Your comments on that page have been noticed and directed to the appropriate staff members. Commenting on the Talk pages of the specific pages you wish to change would be appropriate.
