Godfrey County (later named Seward, and then Howard) was attached to Allen County for civil and military purposes. Godfrey County was never organized.[3]

A lengthy dispute over the location of the county seat led to the use of the Kansas militia to keep the peace. As a result, in 1875 Howard County was divided into Elk and Chautauqua counties to resolve the county seat feud.[2]
