The county was created by the 1872-1873 territorial legislature and was organized on October 17, 1881.

Its name was derived from Judson LaMoure of Pembina who served the first of many terms in the Dakota and North Dakota legislature.

County Seat: Grand Rapids from 1881 to 1886, LaMoure from 1886 to the present.[1]
