There was a problem with the links to Populated Places working. The cause of the problem was identified as the redundant coding used to align the populated places table to the left. The align or float styles can be used to move elements to one side or another, but when the element, in this case the table uses the full width of the content this is redundant. However using the align style allows the following element, often a heading to cover the table making it unclickable. Your edit, adding a link beneath the table before the next heading, prevented this overlapping.
This problem and the way to fix it permanently, by removing the code align="left", is documented on the Known Issues page.
